設定された時間幅での発生頻度と時間の数値を取得し、頻度/時間インターバルでの最小値を返す。
パラメータ
- $occurrences
- how many occurrences during time interval
- $timespan
- time interval in seconds
返り値
インターバル当りの秒数を返す
